Minister admits Yacqub Khayre released despite Callinan Review implementation

Opposition Press Releases

Today in the Legislative Council Question Time, Corrections Minister Gayle Tierney said that Recommendation 13 of the Callinan Review had been fully implemented at the time of the Brighton siege.

In doing so, she implicated that Brighton terrorist Yacqub Khayre should have been in jail at the time of the siege.

Minister Tierney extraordinary statement to the Parliament, now poses a serious question to Daniel Andrews, why was Yacqub Khayre on our streets and not behind bars?

Recommendation 13 says:

"...no person... should be granted parole who has not behaved satisfactorily for at least the second half of that person's time in prison. Failure to meet these requirements should be clear disqualification for parole."

The midpoint for Yacqub Khayre's jail time was August 2014. He set fire to Barwon Prison on 21 February 2015 during the second half of his prison sentence.

Minister Tierney, who refuses to release the three investigations into the Brighton siege and the parole management of Yacqub Khayre, must explain how this recommendation has been implemented given his criminal behaviour in the second half of his sentence.
